PARTY PRM/MRP-ABASANGIZI WELCOMES TANZANIAN EFFORTS IN SEEKING PEACE FOR THE
AFRICA GREAT LAKES REGION

PRM/MRP-ABASANGIZI warmly welcomes the fact that Tanzania was chosen and
mandated by the SADC, the UN and the AU to facilitate the process of peace
building in the African Great lakes Region.
Such a trust and peace reputation Tanzania enjoys in the eyes of foreign
nations and international organizations is self explanatory since Tanzania has
never known inter-ethnic bloody wars owing to its broadly recognized and
sustained good governance history making of it one of the rarest African
nations with practically no one under refugee status.
Conversely, Rwanda in its
politically very troubled history since its existence, has become as a kind of refugee generating machine that produces
large numbers of refugees to be regularly accommodated by neighboring countries
namely Tanzania, Democratic Republic of Congo (former Zaïre), Uganda, Burundi
and by many other countries all over the world. It is a pity that the
extravagant dictatorial regime of H.E. President Kagame and his Party RPF that
clings on power for over 19 years in Rwanda, dares to fiercely oppose the very
constructive suggestions from the Tanzanian Government in a bid to restoring
peace in the Eastern Part of the Democratic Republic of Congo (DRC).
The strongly promising suggestion of
H.E. President Jakaya Kikwete of Tanzania seeks a sustainable solution to the bloody
complex wars of Eastern Congo through a negotiated triangular process of formal
direct talks between the Governments of Rwanda, Uganda and DRC with FDLR,
ADF-NALU and M23, respectively.
The
Government of Tanzania may need to be made aware that M23 is nothing but a Rwanda
Government’s marionette, and that the Government of Rwanda feeds on the
presence of FDLR in the Eastern Part of DRC in the sense that such an armed rebel
movement’s presence becomes a pretext to keep invading neighbor DRC with the
hidden spirit of looting minerals and massacring innocent people. FDLR
combatants are Rwandan and M23 rebels are Rwanda Defense Forces fighters whom
the government of Rwanda mixed with a few Kinyarwanda-speaking Congolese so as to
fool the world that M23 is a group of Congolese Tutsis who are fighting for
their rights. It is wise an advice that DRC government holds talks with them
and attends to the concerns of its Kinyarwanda-speaking citizens which might be
real, but all Rwanda government troops making up the M23 rebel group are to be
thoroughly segregated from the rest and repatriated unconditionally.
The FDLR as
well as the other political or non-political organizations opposed to Kigali
regime are all Rwandans and should enjoy the right of contributing to their
country’s political life and to the installation of a state of law and human
rights respect. It is now close to twenty years since the occurrence of Rwanda
genocide against the Tutsis, and the present FDLR troops are not genocide
perpetrators as alleged by the RPF government and its propaganda instrument
known as IBUKA (a Tutsi genocide survivors local NGO that often puts forward
the interests of Kagame and RPF at the detriment of those survivors it is
supposed to be advocating for). In
reality, FDLR rebel fighters are mainly young Hutu people who survived the Hutu
mass killings (a real Hutu genocide though not yet qualified as such by the
international community) by Rwanda government troops in DRC since year 1996,
most of whom were born shortly before, during or after the 1994 genocide
against the Tutsi. In real facts, the
disastrous permanent state of war in Eastern DRC, and in the whole Great Lakes
Region, is in essence one of the externalized aspects of the imbroglio of internal political
problems characterizing Rwanda under the ruthless dictatorial regime of
President Kagame and his Political Party RPF-Inkotanyi. Such externalization and
exportation of Rwanda governance failures to neighboring countries was made
successful by the means of creating and vitalizing the M23 rebel movement.
It is also regrettable that the
Governments of Tanzania, Kenya and Uganda were misinformed on the Human Rights
Respect plight in the country before accepting Rwanda into the East African
Community - EAC, since the true intention of Rwanda government was to dump its
many unresolved political and governance failures in the EAC. Failures that
Rwanda dictatorship refuses to resolve include the bad seeds of inter-ethnic hatred,
and ethnic conflicts and massacres. These political failures were exported to
the DRC since 1996 up to now.
It is now clear that the Eastern DRC
conflicts directly derive from the very complex political failures of the
dictatorial regime of President Kagame and the RPF who just decided to make of
DRC their scapegoat. For this reason,
and in order to restore peace in Eastern DRC, which is the core mandate
Tanzania was given by SADC, UN and AU, the RPM/MRP-ABASANGIZI’s Political Party believes
it is imperative that Rwanda government led by President Paul Kagame and the
RPF accepts to hold a formal political dialogue with all the opposition
political Parties, Associations, Armed rebel groups and others. Let
us note that there are currently more than twenty political Parties working
from exile outside Rwanda. It is the
dialogue of this kind (between Kigali regime and all its opposition parties and
organizations) that can usher the DRC and the entire Great lakes region in a
new age of sustainable peace.
Negotiations between FDLR and the
RPF government led by Paul Kagame are important, but they may only lead to a
very short time solution for DRC crisis, since there will always be a high risk
of creation of new armed rebel groups due to the large number of Rwanda
refugees in the region and to desperation of a population tired with the
ruthless dictatorship of the current Rwanda government characterized by
assassinations of innocent citizens, non-respect of the Human Rights,
suppression of the press and speech freedom, preventing opposition political
parties from exercising their activities in the country while illegally detaining
or physically eliminating the few who take the risk to do so, regardless
whether they are Hutu or Tutsi; examples: Dr Theonete Niyitegeka (Hutu) and
forgotten in prison, Déogratias Mushayidi (Tutsi) under life imprisonment,
Victoire Ingabire (Hutu lady) under detention, Bernard Ntaganda (Hutu) under
detention, André Kagwa Rwisereka (Tutsi) assassinated (beheaded) by the RPF
regime death squad, and many others. All this shows that the governance problem
poses a serious concern in Rwanda, which the East African Community (EAC) ought
to deal with before it degenerates into a generalized crisis in the Great Lakes
and the East African regions.
The RPM/MRP-ABASANGIZ Political Party
reiterates that the only route for achieving a sustainable and definite
solution to the African Great Lakes peace crisis, is to call on the
International and the African countries, Tanzania and South Africa in
particular (two countries that have played a notable role in resolving Burundi
crisis which has similarities with Rwanda crisis), for them to use their
powerful influence and advocacy in order to make the dictatorial regime of the
Rwanda Patriotic Front (RPF) and President Kagame unconditionally accept a
broad dialogue with the opposition, FDLR included.
